If you want to convince all the Londoners to stay without using any faith or order laws then you will need to use all of them (since it's really tight).Got the game a few months ago. If you're going up to patrols then you should only need to utilize a handful of these tricks to pull it off. Cemetery and Public House are also good and it's perfectly viable to snap them up before starting on your faith or order laws, but Care Home is less effective due to its longer cooldown (36 hours). You can just press escape after choose faith or order to cancel out and select an adaption law. After Winterhome pass the Child Shelters law, and ensure you build enough for all the children this actually has the highest instantaneous hope boost of any law in the game.This will give the maximum amount of time after the Winterhome hope drop before the Londoners can increase their numbers. Wait until midnight to explore Winterhome, then delay clicking on the event bubble until 5:01 AM.The cooldown will be reset after Winterhome and you can immediately pass another law afterwards and claim the hope bonus for completing both buildings. Just before exploring Winterhome pass the fighting arena law.If you keep hope sufficiently high and discontent sufficiently low the Londoners cannot speak. Avoid provoking complaints during the Londoner arc, since if discontent is too high the Londoners will speak and it's easier and more consistent to handle them if you never give them a chance to speak in the first place. Try to get people to complain about housing, food, or heating before Winterhome, then solve it afterwards.If you have fewer people, there will be fewer Londoners to begin with. The initial number of Londoners is based on a percentage of your population at the time the event triggers. Collect as few people as possible prior to Winterhome. ![]() Save your adaption laws until Winterhome so you can benefit from their hope bonus (fighting arena, public house, child shelters, cemetery, preserve life, and care home all give big instant hope boosts, and most have very short cooldowns so they can be passed in rapid succession!).There's a hope bonus for completing the "collect 200 coal" quest at the start of the game, and it can be delayed until after Winterhome. Ensure you never collect more than 200 coal before exploring Winterhome.If you're going up to patrols you actually have a surprising amount of leeway. It's entirely possible (though exceedingly difficult) to get the Londoners to stay without passing a single faith or order law.
